The attached patch for NeedRender/index.php should just do that (I
hope, not tested).

I noticed that if more than 20 requests are coming from the same IP
their priority gets downgraded. Is this really necessary? Did we have
so much abuse?

Anyway, I think informationfreeway.org should be exempted from that
since requests from there are actually coming from many different
users.
