Indeed, the logic got a bit complicated, so we fixed it a little. The
problem is that some of the filters don't add proper <osm> header
anyway, which means preserving them doesn't really help.

I've added a little bit to handle the version stuff better, but we
should find a way to be more rigourous about the generated XML. And I
fixed a typo :)
