[Tilesathome] mark tiles as sea/land/mixed

I would be happy to work on the client end, I think I could cope with that, if comeone else could look at the server end. I do not know PERL at all, but should be able to muddle through.

If we reserve the next field in the request for tile type, then if it is blank, the client can fall back to the local check of the oceantiles database.

In the short-term, the download of the oceantiles database is probably a good idea if it is only a small change.
