it's not *that* easy. if you make z12 a lowzoom  level, a lot of the details
will be missing as we only download a subset of data for this.

if you split a z12 tile in 4 z13 tiles you will get into trouble with
all kinds of overflowing names (eg city names) and areas which are
larger than the tile, eg large forest areas.
