[Tilesathome] tiles at home = mission impossible?

Are your sure about this? When I started lowzooming Australia with the new lowzoom_composite, huge numbers of Z12 tiles where missing the captionless layer, so I got terrible results. But I noticed that running lowzoom_composite requested all of the missing tiles to be requested to be re-rendered at priority 3. I went ahead and ran lowzoom_composite over all of Australia, but through the results away. 3 weeks later, the missing tiles where rendered and results where 'passable'

I checked the Request queues  carefully while I was running the lowzoom_composites, I am 100% sure they where generating re-render requests.
