Well they are updated, since we have the data at the client anyway, and
you forget the maplint tiles (12-16) which are updated aswell.

Not correct, since the maximum zoom counting towards z0 is z8, because
every higher zoom tile will be less than a pixel on z0.

When we moved server to the current one we did re-render the entire
(known) OSM world in several weeks.
