[Tilesathome] zoom 6 and 7 place names

Yes, this is a known problem.

The workaround used to be that we didn't have any captions at all at low
zoom levels.  However recent changes to the way low zoom is generated have
re-enabled captions - so now we really need a fix for this one.

It's some kind of mercator projection problem.  Fixes are welcome if anyone
has any ideas on how to deal with it.
