I think symbols used to be shared. There is a feature in osmarender  
that lets you set a directory where the icons are separate files that  
all get mashed together in the resulting svg.

Frederik: I think I saw something about this not being implemented in  
or/p? If not it shouldn't be too hard to fix, you can probably find  
examples of how this used to be done by looking at some fairly old svn  
revisions.

Another thing I recently saw while looking at osmarender.xsl was that  
there is some kind of support for including a separate CSS file.  
Perhaps at least some things can be put in a common CSS file, and then  
zoomlevel-specific things can be overridden elsewhere.

It might also be possible to minimize the changes needed between  
zoomlevels by playing with the scale parameter (and then also  
adjusting every other parameter), but I'm really not sure how that  
work so I might be talking nonsense there.
