[Tilesathome] Problem under windows again

There's another new feature here! If you delete the temp folder
tah always says that tilesGen.pl has been updated and you have to 
restart. This is independent from the intrinsic svn-update.
I guess this has sth. to do with the id-mechanism - the
corresponding file is created in the temp folder.
For me, removing a temp folder must be possible!
