[Tilesathome] build tileset program

On IRC there was some discussion about building tilesets on the
client. After some discussion with spaetz I realised I had 15 minutes
to spare and so I've coded the (not extensively tested) following
script in perl.

Wasn't sure about the format of the tile names.

Hope it's useful.
