No, it wouldn't. It shows fulfilled requests from the request queue. In xy mode you circumvent the request view, so on upload you will only fulfill a request when there is one open on the server side.
Your user stats will be updated with uploaded tiles and kb anyway.

Nope, it will be triggerered only for fulfilled requests. Otherwise I'd have to go through all 16 mio tilesets and check how old they are. And that takes days (really)...
Your best bet, is to request those tilesets through the render queue after you've updated the data.
