No, it will be saved as a blank tileset file for now. I plan to eventually delete it and make use of oceantiles.dat but its currently not possible as the lookup order is now:

1) tileset file
2) legacy tiles
3) oceantiles.dat

So when deleting empty tileset files you would just always see the legacy tiles that are never updated anymore.
