[Tilesathome] Dual Core under windows

Hi,

i am running T at H on windows for one year now and was never able to get
the forking to work. Neither with ActivePerl 5.8.x nor 5.10.x.
Regardless you choose upload- or render-forking in t at h, the client crashes.

A few month ago i tried to find a solution, but nothing worked. I am
not sure its the t at h client itself who causes the problem, more likely
it's the implementation for forking of ActivePerl...
