Are really 90% of the clients running on Windows boxes?  I would be
surprised if this was the case.

Anyway, the problem is that most (all?) of the active code
contributors are not running it on Windows and probably don't even
have a Windows box available to thest their code on.  This doesn't
mean we ignore you or that we don't care whether the client runs on
Windows or not.  It just means that it is difficult for someone who
can not test the code under Windows to come up with solutions for
Windows-specific problems.  

If a Windows-specific problem exists someone with a Windows box needs
to fix it and send a patch or check it in himself.

Branching/merging could reduce the pain when bugs do sneak in, but
someone needs to maintain that.
