[Tilesathome] Problem under windows again

Hey Spaetz,

here are some new features now:

1.)
Sometimes (not always) the PNGs are suffixed by ".cut"
On my machine this happens while creating a LocalSlippyMap.
Because Aerics has the same problem I assume
it does occur in the live upload, too.

2.)
There seems to be a different locking behaviour between
XP-Professional and XP-Home.
On Professional my LocalSlippyMap does work,
under Home it does not. It locks the sth. in the
tmp directory or maybe the complete directory itself.
Furthermore, I already mentioned it before, produces a png as a 
directory not as a file. But this only happens in XP-Home!
Weird, isn't it?

3)
Another new feature is my good old test environment.
LocalSlippyMap (perl tilesGen.pl xy 17275 10574 15).
Worked perfectly for about 1 month except for the
fact that XP-Home produced blue tile (ocean) backgrounds
and Professional correct land grey ones.
And guess what's next ....
Now even my Professional generates blue tiles.

4)
Finally, you won't believe it.
The normal tilesGen run, works perfectly!
