[Tilesathome] tah refactor ?? - BadSVG

Hi!
I assume, it is not correct, that a tileset is uploaded despite the fact
that inkscape crashed rendering that layer. The client puts the job
back, but continues with the layers maplint and captionless.
_All_ _three_ tilesets were uploaded:
