[Tilesathome] Problem under windows again

This is exactly my test case and what does happen
with my LocalSlipyMap these days. I asked a friend of mine,
to reproduce this behaviour and maybe he forgot
to set LocalSlippyMap and uploaded this.
By the way, this should be a zoom level 15 tile
but looks like a zoomlevel 14 with captions from 15.
I really do not adventure to generate this tile
manually so I requested a rerender with priority 1.
