No, the t at h server was hardly reachable for some time as about 240 out 
of 250 apache slots were busy serving extremly long-running 
openaerialmap requests. (mind that we share the apache with a few other 
sites!)

"Failed to retrieve server queue load" would mean that the server did 
not answer the request in a reasonable time.

I restarted apache to get rid of those openaerialmap requests and things 
look better for now. (I wished apache could easily restrict the number 
of slots used for certain sites)

To sum it up: annoying, but not to blame on t at h.
