Others have commented on the svn switch command, which just needs to be executed in the tah dir:

svn switch http://svn.openstreetmap.org/applications/rendering/tilesAtHome_unstable

A new and parallel checkout would be

svn co http://svn.openstreetmap.org/applications/rendering/tilesAtHome_unstable

I don't know how svn is available on the windows boxes so it might be somewhat different for you.
