[Tilesathome] Black tiles in lowzoom

Sorry for responding to my own email on this but I just noticed 
rev.10269 fixes one of the things I was thinking could be the cause of 
my problem and was about to start testing.
I'm guessing an optimised blank tile could have caused this?
