[Tilesathome] 404 From DownloadFile()

I'm getting a bunch of 404's when trying to download OSM data from the API.
I'm printing out the response and headers along with the URL in
DownloadFile() in libtah.pm below. When I use wget to fetch the data, it
downloads the file just fine.
