See the mail from spaetz earlier, the T at H API daemons have been
intentionally deactivated because the capacity is needed for real
humans interacting with the data.

Don't do this change, what it does is work around the mechanism that
keep t at h api requests from overloading the api daemons used for normal
user requests, which clearly is more important.
