[Tilesathome] lowzoom produces ugly tiles

Yeh, that's look much better.
For 'official' rendering of these lowzoom tiles it would probably nice to 
suppress these dark blue tiles. The server renderer doesn't produce them 
either. How about creating the dark blue tiles when in debug mode?

I'm currently investigating the grey text problem I mentioned sometime. It 
seems that the problem only appears when I produce the lowzoom tiles with my 
amd64 machine. On the x86-32 machine the tiles look good. I just rendered the 
central europe tile (32, 21, 6) and uploaded it.
