[Tilesathome] l0l0 ROMA server

The diffs being generated on the main API have currently stopped, which
should have thrown all of the ROMA servers offline due to a stale db.
However, the server marked as "l0l0" on the haproxy LB is shown as still
handing out requests.  Does anyone know who's server this is?  It must not
be properly checking the timestamp.

 

Also, I believe this server doesn't have its address in the <osm> header
that it's sending.  This makes it easy to tell which server the client
receives data from.
