[Tilesathome] Transparent empty tile

My client just rendered the following two tilesets:

http://server.tah.openstreetmap.org/Browse/details/tile/12/979/1023/
http://server.tah.openstreetmap.org/Browse/details/tile/12/914/1031/

The tileset status page shows a transparent tile for them.

Compare this with the neighbouring tileset:

http://server.tah.openstreetmap.org/Browse/details/tile/12/915/1031/

This tileset is empty too, but an empty land tile is shown.

What is the difference between these tilesets?
