[Tilesathome] Put back tile to server

Had a problem today and it happened before:
Tile 3768,2458 complexity 9
Inkscape crashed, script decently put back tile to
Server, to find out it got re-requested immediately.
The outcome is easy to predict.
My 2 Gig Windows client is clearly not suitable for
high density tiles such as the above.
So we need a mechanism to:
- Refuse complex tiles (complexity 9?) to prevent t at h of
running hours just to crash inkscape
- a mechanism to prevent a client to be represented the
same tile after putting back.

it should have been uploaded as several tile zips, not as a tileset.
so no data was lost.
You can try looking for uploaded zips withouth "tileset" in the name to
verify this.
