CC' to List as several people suggested the Last-Modified headers to make proxies happy.

as you suggested I just checked last weeks apache log for all URLs containing /Tiles/. Here are the reply codes

19368236 200
  96683 206
     10 301
1123192 304

Meaning that ca 6% of all tiles served, had a reply code of 304.
