1) That will take a long time. There are 16mio tilesets. :-)
2) Why would you continuously want to render the oldest tiles? Wouldn't you just want to rerender if a tile has changed, or significant render style changes have occured? Searching for the oldest tiles worldwide means requesting all 16 mio z12 tiles currently, that is quite a burden on the server.
