AFAIK, it always only uses one stylesheet (at least when I last looked which was some time ago), so it would not use standard.xml when a zoom specific one is there. But I could easily be wrong.

And yes, having one standard.xml that contains common definitions and extend that with zoom specific stylesheets would make sense to me. One of the problems is IMHO, that osmarender would include all the styles in the resulting SVG file, even if not used. That means all the icons would end up in each SVG file, which would put even more burden on poor old bloaty inkscape.
