[Tilesathome] Server has no work for us: Upload Queue Full.

Can anyone on the list point me to a spot in the T at H code that would keep
the client from zipping up the tiles before uploading them? I'd like to
upload each individual tire one at a time (with an HTTP POST for each tile).
I'm having a hard time finding the spot in the code where the zip happens.
