[Tilesathome] [Patch] Osmarender rules - test for false

Hi,

Some osmarender rules tests for "~|no|false", other tests only for
"~|no". Attached patch make all rules test for "~|no|false".

Patch will fix for example this tile:
http://tah.openstreetmap.org/Browse/?x=3631&y=1609&z=12&layer=tile
