[Tilesathome] Autorequester disabled

As of Midnight tonight the Tiles at Home autorequester has been disabled.
If you want your edits to render, request the corresponding z12 tile
manually (i.e. from informationfreeway.org at zoom 12).
There is now a 24h backlog (estimated) on current autorequests, filling
the queue. While this has no real big impact on manual renders (maximum
queue delay was less than one hour) it hampers the processing of the
"unknown type" backlog. When the autorequest queue was exhausted well
before the next batch of requests, the t at h network would render those,
but now with the backlog those requests just keep piling up.
The autorequester will come back when there have been significant
improvements of all bottlenecks in the t at h process.
