[Tilesathome] Proposal: Keeping tileset as one file

I don't think that they ever upload files from mutliple tilesets  
inside one file, but they may upload only *some* files from one  
tileset and then you have to keep some of the files you already have.  
Insofar my example was only valid if you think of tiles 1,2,3,10,11  
belonging to the same tileset.

You could of course always disallow incomplete uploads, which seems  
to cut off a small portion of renderers who are behind proxies that  
limit your upload size.
