Yes this is deliberate.  The intention is to emphasis the road network at
low zoom levels.  Large expanses of landuse, particularly woodland tends to
drown out the detail.

Arguably woodland / parks / etc should be rendered for a few levels below
z12, but this would require a second captionless layer at z9 or 10.  Doing
this gets us into the performance problems that the previous lowzoom
solution had.  If/when we find a way to generate detailed tiles for z9 then
it would be possible to add woodland back in for z10 and 11.

Unfortunately its a matter of trade-offs and compromises.
