A render request is generated when requesting a non existent tile.
Since this request has prio 3 it will take a while until the tile
shows up.

Look at

http://tah.openstreetmap.org/Browse/?x=976&y=1468&z=12&layer=captionless

to see the captionless layer (or select the layer on informationfreeway).
