[Tilesathome] Requeueer waiting for up to 2 days?

Hi,

is the requeueer really waiting for the planned period? I think I have seen
requeues of prio 3 request just >2 hours after work on prio 3 started
(after a longer pause). Also the number of requeued prio 2 tiles
(http://munin.openstreetmap.org/openstreetmap/tah.openstreetmap-tah_active.html
shows a drop of 100-200 active prio 3 tiles when the requeueer runs) seems
"not right".
