The error message is not about the lack of said module. It occurrs
inside the module because it cannot open the data file. The name of
the data file is taken from the rules file where it is temporarily 
put by orp. I don't know what the problem is, perhaps something to do
with the search path where it looks for that file, maybe there's a
difference there between Windows and Perl.
