[Tilesathome] Server has no work for us: Upload Queue Full.

Hello!

Since yesterday (?) I see that new jobs are not given out at once any more.
When running a tilesGen.pl loop in foreground I often see the message:
Server has no work for us: Upload Queue Full. Idle for ....

Yes, the upload queue is almost always full nowadays.
No, there is work to do (http://tah.openstreetmap.org/Log/Requests/Recent/)

According to my syslog it takes up to 22 min. (average maybe 5 min.) instead
of seconds before getting a new rendering job. Maybe this is why I noticed
that "Five times the upload failed, perhaps the server doesn't like us,
exiting".

Is this a new policy? Or a new bottleneck?
Now my clients are waiting for a job instead of waiting for the upload.
