Sea tiles usually don't delay auto request:
a) They are rendered so fast, that it does not count (in case API works).
b) If I see it correctly, the server prefers the AutoRequests over other
    priority 2 request (or there is a bug), as even in case when 2
    hour old priority 2 requests exist, 0 minute old ChangedTiles are
    handed to clients instead.
