the problem is the overlapping of symbol and text. It is handled in
parking and not handled by the newly added symbols. See my reference
rendering for this. sourcefile not at hand, but you can create it
easily yourself: draw example way (closed), tag with any of the "new"
features like pow, cinema, theatre and add a tag building=yes (or any
other value), and add a name=xyblabla tag.

btw: wouldn't it be generally better instead of (l. 2231)
this rule
<rule e="way" k="building" v="*" layer="5">
use something like (don't know the syntax):
"all ways with key=building and value NOT EQUAL (no|0|false)"

is this possible with current Osmarender?
