He is not talking about the xy mode but the "no mode" of the client
(no mode specified on command line).  Here the client gets a job from
the server and processes it, but it does not upload it to the server.

I was considering to change this because I think it would be more
consistent with loop mode.

Another possibility would be to make loop mode the default and have a
new "single" mode for rendering and uploading a single tileset.  This
is because loop mode is probably the mode that is used most.  But of
course, this would be a more disruptive behavior change.
