[Tilesathome] Maplint based on oceantiles?

Broca raised this on irc but he's not a member of this this so I'll 
raise it here.

It looks like the behaviour of maplint has changed with the 
implementation of the tahngo server.

Previously when the maplint overlay was switched on, if a a tile 
contained no maplint errors you would just see the base layer so I 
assume a blank transparent tile was being stored and served for the 
maplint layer.
Currently if a tile contains no maplint errors a blank tile based on 
oceantiles is being served for the maplint layer which looks pretty 
confusing, see example here :

Is it possible for the mod_tah to serve a transparent tile for maplint 
if no tile exists?
