[Tilesathome] Shift load from main API to ROMA

Hi,

After a discussion on IRC with apmon and others, I created patches to
make the T at h client prefer ROMA for requests which are not priority 1.
That should lessen the load on the main API without losing the ability
to get a fast rerender once you are finished with your edits. *g*

If the developers of the server like the patch I can commit the client
side patch to svn.
