In case you missed the IMPORTANT: New client version messages, you
probably have to open a command prompt and enter the following
commands to add perl packages that aren't in the old Windows client
installer package.

ppm install http://www.bribes.org/perl/ppm/Error.ppd
ppm install http://www.bribes.org/perl/ppm/Module-Pluggable.ppd
ppm install http://www.bribes.org/perl/ppm/IPC-Run.ppd
