FWIW, the original oceantiles.dat was generated from the PGS
shapefiles directly with me hand drawing the bits where PGS was
missing. I've always imagined that taking the output of the coastline
checker and rendering at 4096x4096 (which is zoom 4 I think) would be
directly mappable to the oceantiles.dat.
