The name "unstable" might have come from the Debian terminology where
"unstable" means that this branch is subject to a lot of changes
(because it is the development branch) and not that it blows up all
the time.  But, a lot of changes mean the introduction of shiny new
bugs.

If it was a test bed for unfinished ideas it would probably be called
"experimental".

Of course, everyone goes goes by the wording.  The problem is that the
same wording has different implications to different people.
