No. If the last tile is very old, then accept it at prio 1 even if you 
would change it to 2 automatically. But probably this is a theoretical 
question, when all the currently unrendered tiles are rendered at least 
once.

Yes, that's why I would add such a bulk request. When using POST, then a 
larger number of request can be transported at once:
- Reduce server load due to lots of requests
- Automatically have a low priority

And a bit of programming/scripting is required thus reducing the misuse 
potential :-)
