Reported on the list: no.

The official way is editing of oceantiles_12.png in 
applications\rendering\png2tileinfo
There is a README there that will explain how. I see there is no wiki page for 
it, well there will be in 10 seconds as I'm going to dump the README there. 
That's at least a start (and I'm not a very good copywriter).

You will have to have an SVN account to commit changes to oceantiles_12.png (and 
oceantiles_12.dat) of course.
