[Tilesathome] Marking Tiles as sea or land (informationfreeway) without success

I think the oceantiles stuff should be handled by the tah server with
an API to change and retrieve the data.  The server can require a
password for changing data.  The server could even add a render
request to the queue when a tile changes.

This would ensure that every client works with the same data.
