Hmmm, it could be if the tile layer was transparent and the oceantiles
layer was used as an underlay to that.  The only tiles that would need
to be rendered would be tiles with coastlines on them.  This layer
would be relatively static with most tiles delivered according to
oceantiles.dat.  And ordinary tile rendering would not need to care
about the background color.
